1，留學(xué)回國(guó)人員應(yīng)具備的基本條件

　　

1、BasicconditionsforReturnedStudents

　　

留學(xué)回國(guó)人員獲得的學(xué)歷學(xué)位應(yīng)符合下列條件之一

　　

BasicconditionsforReturnedStudents

　　

1.在國(guó)(境)外高校學(xué)習(xí)獲得博士學(xué)位，累計(jì)在外學(xué)習(xí)時(shí)間一般不少于1年;如為中外合作辦學(xué)、聯(lián)合培養(yǎng)等性質(zhì)畢業(yè)生，累計(jì)在外學(xué)習(xí)時(shí)間一般不少于半年。

　　

2.在國(guó)內(nèi)高校獲得全日制本科、學(xué)士及以上學(xué)歷學(xué)位，并在國(guó)(境)外高校學(xué)習(xí)獲得碩士學(xué)位;或在國(guó)(境)外高校學(xué)習(xí)獲得學(xué)士學(xué)位和碩士學(xué)位。

　　

3.在國(guó)(境)外高校學(xué)習(xí)獲得學(xué)士學(xué)位或碩士學(xué)位。

　　

4.在國(guó)內(nèi)獲得碩士研究生及以上學(xué)歷學(xué)位或取得副高級(jí)及以上專業(yè)技術(shù)職務(wù)任職資格后，赴國(guó)(境)外高?；蚩蒲袡C(jī)構(gòu)進(jìn)修、做訪問(wèn)學(xué)者等滿1年。

（2）Obtainafull-timebachelor'sdegree,bachelor'sdegreeoraboveindomesticcollegesanduniversities,andstudyinCollegesanduniversitiesabroadtoobtainamaster'sdegree;Orstudyinforeignuniversitiestoobtainbachelor'sdegreeandmaster'sdegree.

　　

（3）Studyinforeignuniversitiesandobtainabachelor'sdegreeormaster'sdegree.

　　

（4）Afterobtainingamaster'sdegreeoraboveinChinaorobtainingthequalificationforprofessionalandtechnicalpositionsofdeputyseniororabove,gotouniversitiesorscientificresearchinstitutionsabroadforfurtherstudyandbecomeavisitingscholarforatleastoneyear.

國(guó)(境)外學(xué)士學(xué)位，不含國(guó)內(nèi)大專起點(diǎn)本科、有關(guān)國(guó)家高等教育文憑(HND)、國(guó)內(nèi)計(jì)劃外招生的合作辦學(xué)及轉(zhuǎn)學(xué)分等形式，本科階段累計(jì)在外學(xué)習(xí)時(shí)間一般不少于2年;碩士階段累計(jì)在外學(xué)習(xí)時(shí)間一般不少于半年(不含國(guó)內(nèi)計(jì)劃外招生的合作辦學(xué)及轉(zhuǎn)學(xué)分等形式);如為中外合作辦學(xué)、聯(lián)合培養(yǎng)等性質(zhì)畢業(yè)生，應(yīng)同時(shí)獲得國(guó)內(nèi)學(xué)歷學(xué)位和國(guó)(境)外學(xué)位。

被國(guó)(境)外高校錄取后如在國(guó)內(nèi)校區(qū)或分校有就讀經(jīng)歷的，累計(jì)在外學(xué)習(xí)時(shí)間和獲得的學(xué)分一般不少于總學(xué)習(xí)時(shí)間和總學(xué)分的50%;被國(guó)(境)外高校錄取后如利用暑期等在國(guó)內(nèi)通過(guò)非學(xué)歷教育獲得學(xué)分的，累計(jì)在外獲得的學(xué)分一般不少于總學(xué)分的80%。

　　

Afterbeingadmittedtoforeignuniversities,ifyouhavestudyexperienceindomesticcampusesorbranches,theaccumulatedstudytimeandcreditsobtainedabroadaregenerallynotlessthan50%ofthetotalstudytimeandcredits;Afterbeingadmittedbycollegesanduniversitiesabroad,ifyouobtaincreditsthroughnonacademiceducationinChinathroughsummervacation,theaccumulatedcreditsobtainedabroadaregenerallynotlessthan80%ofthetotalcredits.

　　

2，留學(xué)回國(guó)人員申辦上海常住戶口同時(shí)應(yīng)符合下列條件

　　

2.ReturningstudentsshouldmeetthefollowingconditionswhenapplyingforpermanentresidenceinShanghai

　　

1.留學(xué)人員應(yīng)在回國(guó)后2年內(nèi)來(lái)本市并持續(xù)在本市工作，與本市相關(guān)用人單位依法簽訂勞動(dòng)或聘用合同、按規(guī)定在本市繳納社會(huì)保險(xiǎn)費(fèi)和個(gè)人所得稅。

　　

（1）Studentsstudyingabroadshallcometothecityandcontinuetoworkinthecitywithin2yearsafterreturninghome,signlabororemploymentcontractswithrelevantemployersinthecityaccordingtolaw,andpaysocialinsurancepremiumsandindividualincometaxinthecityaccordingtoregulations.

　　

2.如果本科在國(guó)內(nèi)高校就讀，并且碩士在國(guó)（境）外高校就讀，最近連續(xù)6個(gè)月在同一單位社會(huì)保險(xiǎn)繳費(fèi)基數(shù)不低于上一年度本市城鎮(zhèn)單位就業(yè)人員平均工資，個(gè)人所得稅繳納情況與社會(huì)保險(xiǎn)繳費(fèi)基數(shù)合理對(duì)應(yīng);如果本科在國(guó)外就讀，最近連續(xù)12個(gè)月在同一單位社會(huì)保險(xiǎn)繳費(fèi)基數(shù)不低于上一年度本市城鎮(zhèn)單位就業(yè)人員平均工資的1.5倍，個(gè)人所得稅繳納情況與社會(huì)保險(xiǎn)繳費(fèi)基數(shù)合理對(duì)應(yīng)。社會(huì)保險(xiǎn)繳費(fèi)基數(shù)過(guò)渡期內(nèi)每年的繳費(fèi)基數(shù)以官方對(duì)外公布的數(shù)字為準(zhǔn)。

　　

社會(huì)保險(xiǎn)繳費(fèi)基數(shù)、期限及個(gè)人所得稅繳納情況原則上由系統(tǒng)自動(dòng)比對(duì);未正常繳納社會(huì)保險(xiǎn)費(fèi)而補(bǔ)繳的、繳費(fèi)單位與簽訂合同單位不一致的、委托非實(shí)際用人單位等第三方繳納的、社會(huì)保險(xiǎn)繳費(fèi)基數(shù)與個(gè)人所得稅繳納情況不能合理對(duì)應(yīng)的不予認(rèn)可。

　　

（2）Iftheundergraduatestudiesindomesticcollegesanduniversities,andthemasterstudiesinCollegesanduniversitiesabroad,thesocialinsurancepaymentbaseinthesameunitforthelastsixconsecutivemonthsisnotlowerthantheaveragewageofurbanemployeesinthecityinthepreviousyear,andthepaymentofpersonalincometaxisreasonablycorrespondingtothesocialinsurancepaymentbase;Iftheundergraduatestudiesabroad,thesocialinsurancepaymentbaseinthesameunitforthelast12consecutivemonthsshallnotbelessthan1.5timestheaveragewageofurbanemployeesinthecityinthepreviousyear,andthepaymentofpersonalincometaxshallbereasonablycorrespondingtothesocialinsurancepaymentbase.Theannualpaymentbaseofsocialinsuranceduringthetransitionperiodshallbesubjecttotheofficialfigures.

　　

Inprinciple,thesystemwillautomaticallycomparethesocialinsurancepaymentbase,periodandindividualincometaxpayment;Thosewhomakeupthesocialinsurancepremiumwithoutnormalpayment,thepayerisinconsistentwiththecontractsigningunit,entrustathirdpartysuchasanonactualemployertopay,andthesocialinsurancepaymentbasecannotreasonablycorrespondtothepaymentofindividualincometaxshallnotberecognized.

　　

3.留學(xué)回國(guó)人員應(yīng)為單位緊缺急需并發(fā)揮重要作用、需長(zhǎng)期使用的人才，

　　

與單位依法簽訂勞動(dòng)或聘用合同，合同有效期在2年及以上，且自網(wǎng)上受理之日起有效期在3個(gè)月及以上(如合同約定有試用期的，需完成試用期后方可申報(bào));派遣人員原則上不屬于申辦范圍。

　　

（3）Returnedoverseasstudentsshouldbetalentswhoareinurgentneedandneedtoplayanimportantroleandneedtobeusedforalongtime.Theyshouldsignalabororemploymentcontractwiththeunitaccordingtolaw.Thecontractisvalidfor2yearsormoreandisvalidfor3monthsormorefromthedateofonlineacceptance(ifthereisatrialperiodagreedinthecontract,theycanapplyaftercompletingthetrialperiod);Inprinciple,dispatchedpersonneldonotbelongtothescopeofbid.

　　

4.年齡距法定退休年齡5年以上。

　　

（4）Theageismorethan5yearsfromthelegalretirementage.

　　

5.符合國(guó)家及本市現(xiàn)行計(jì)劃生育政策。

　　

（5）Complywiththecurrentfamilyplanningpoliciesofthestateandthecity.

　　

6.無(wú)刑事犯罪記錄等不宜申辦上海常住戶口的情形。

　　

（6）NocriminalrecordandothercircumstancesthatarenotsuitableforapplyingforpermanentresidenceinShanghai.
